Phil Rice’s roots in the 72nd District run deep.  Phil’s family has a rich history in Cambria County.  His maternal grandparents settled in Ebensburg in 1920 and were the owners of Haden’s Store.  

Phil is the youngest of three children and grew up in a working-class family.  His father, a World War II Veteran, worked as a mechanic, salesman, and in maintenance at the Cresson Center.  His mother worked for the Department of Public Welfare, Department of Forest and Waters and was active in numerous civic organizations.
